What is CEIR?
The Central Equipment Identity Register (CEIR) is a database that contains mobile equipment identification codes. IMEI is used for GSM networks. This identifier can be assigned to every SIM slot on the mobile phone. A CEIR can include lists such as:
- List of devices allowed to be registered in a cell network.
- The black list is a listing of devices which are not allowed to be registered in any cellular networks.
- Gray for devices with intermediate status. When it’s not clear whether the device belongs on the white or black list.
CEIR is a system that allows all operators to connect their EIRs and share mobile devices on blacklists. This means devices blocked in one network won’t work in another network, even if they change the SIM card.

CEIR is a centralized registry that allows mobile devices to be managed and tracked using their International Mobile Equipment Identity numbers (IMEI). This will assist in combating the theft of mobile devices and their misuse.
What is the standard for security of IMEI on mobile devices?
According to 3GPP TS 22.026, version 15.0.0, Release 15, the IMEI must be unique. It cannot be altered after final manufacturing of ME. In the last few years, technology has improved and brand owners have been doing their best to provide foolproof devices to consumers.
What constitutes tampering with the Mobile Device Equipment Identification Number (IMEI number)?
Illegality is a result if:
- The unique mobile device equipment identification number is intentionally removed, altered, or changed.

What can a customer do to protect themselves from IMEIs that are duplicated or invalid?
The consumer is advised to buy the device only from authorized sellers, check the IMEI using the above process, secure his devices with biometric or strong passwords, and use authorized repair centers. The repair of mobile phones at an unauthorized center can lead to malign activity, including the tampering of IMEI. If the handset has been lost or stolen, consumers should notify law enforcement immediately.
